I don't think Obama is anywhere as interested in catching up with his predecessors on this executive order business. I am sure that under the threat of Executive orders. he got Congress to do what they had refused to do for the past year. They have now passed a budget, increased the debt ceiling unconditionally, finalized and passed the Agricultural bill.

I expect the Congressional approval to inch up because of these and sensible Congress folks would only have to thank Obama's threats of executive orders for this.
