This was probably made up by a wingnut. Nobody with any brains handles ties like that. For example, if two are tied for first, second place is skipped and third place is the next awarded.

I am not aware of any ranking that has Reagan first or tied for first. There are some that rank him in the top 10, but those are far from a majority. There were some stunningly bad presidents, Buchanan comes to mind, and a few that died so soon after taking office it would be hard to give them a high ranking. Although, I suppose when you look at a president like Smirk, somehow not doing anything notable is not necessarily a bad thing...
