6 is not a (proper) fraction. The Question was: "What fraction of the rows are filled?" so 6 is surely the wrong answer.

The correct answer is:

Our school does not discriminate so we cannot have a function only for the 4th graders.

When the concert takes place, we appoint a committee to count how many students show up and provide a least 20% more chairs, delaying the concert so that no late arriving students well be inconvenienced.

But since there are usually no chairs in the gym it doesn't matter how many 4th graders can be seated in the gym.

We also have a committee standing at the door to the gym telling the 4th graders to go to the cafeteria.

Further investigation by the events committee shows that the concert is only for 8th graders The 8th graders are experienced enough not to go to these concerts so no rows are filled.

I think it's good to teach our young the math of politics.
