Frank Zarb is on CNBC now speaking about the approval of the new reporting rule. He thinks 10-20% will choose NOT to comply for whatever reasons. Also, he says the SEC will look for public comment on the rule change, and it wouldn't take effect until sometime after that. Early next year, which doesn't pin it down very precisely.
