Actually the issue wasn't with Time Machine or my Mac.

Something got corrupted on my iPhone probably from doing update after update and not cleaning the Phone and doing a fresh install.

One issue was finding the location of certain files which a search on apple.com/support revealed.

The frustration was figuring out what the cause of the issue was, fixing it was a simple procedure and the whole process took less than 1 hour.

Once I wiped the phone and restored the correct iTunes files from my backup drive the phone restored perfectly and everything was fine.
