Early immigrants to this country appreciated one thing. The school of hard knocks was everywhere and thus education had a cost, but was readily available. They did not learn that wasting hundreds of thousands of dollars on a worthless piece of paper had value.

People advanced then the same way they do now. Most people get ahead by learning skills and applying themselves. Some careers require matriculation from a professional course. Many require hard work and working smarter.

To the best of my knowledge no effort to arbitrarily raise people up to the level of others has ever worked. People don't just get transplanted to the middle class without learning middle class values. People don't advance to wealth and prosperity without learning much greater efficiencies.

Government handouts trains people to expect free stuff. It saps their will to live and produce.

Certain notable exceptions apply; such as Warren Buffet. (http://reason.com/archives/2014/02/24/warren-buffetts-boast-at-the-expense-of)
