I think you can hardly lay the out of wedlock birth increase on welfare policies. I can't imagine a teen girl having unprotected sex while calculating the welfare she will receive once she gets knocked up.

I'd lay the blame much more with societal influences like Miley Cyrus. I don't think the cure is to make current unwed mothers (and their children's) lives so miserable that teens will think twice - because they won't.

You want to end unwed mothers? Get these kids free birth control with no parents involved. Give it away in the high schools.
