Sort of like gardening by planting a bunch of unknown seeds and then pulling the weeds as they pop up, as opposed to trying to produce the best pumpkin through careful research, management of resources and a targeted innovative approach to incremental goals.

My impression is that Samsung has some very talented engineers being steered by a management team that looks outside the company for inspiration and direction. Hence, the need to feed off of Apple's track record and leap into any rumored venture ahead of the iconic Cupertino corporation, as well as the propensity to just throw something out there and see if it sticks.

Apple, on the other hand, has the propensity to look inward to its well compensated engineering talent for inspiration; no doubt the legacy of Steve Jobs.

Apple's way is a bit egotistical and somewhat off putting to the proponents of crowd sourced intelligence. Samsung's way is just the somewhat wasteful, yet fruitful exploitations of conglomerate capitalist.
