De Blasio is the only current example of this getting done... it really is a no-brainer... taxes on people making over $500k per year to provide pre-education and other services that gets kids off the streets and creates a better society in the long run... also probably cuts down on unwanted pregnancies... it's a great investment... and the argument against is to be penny-wise pound-foolish and basically to support selfishness... the libertarian manifesto
