it was simply a campaign speech. Because that's the only thing that he does well.

Your theory is easy to agree with. Obama tries to distance himself from the appearance of governing. He wants to be in perpetual campaign mode. Given that all of his acts of governance seem to be bad for the country we should wish he were better at not governing.
