It's simple really. Give them food instead of the ability to buy junk shit.

not simple at all... so how do you enact this? do you erect stores where only poor people can go?... or do make existing stores come up with some plan to enforce this? who decides what is and what is not junk shit?... sounds like we will need a new branch of bureaucracy to enact this ... sounds like more of a mess and more of a cost to me

how do you do this exactly? since you say it's really simple
