No, it has not.

There was no experiment. The incumbents won whatever battle was waged.

For example, there is little to no competition in Chicago. If you want high quality, top of the line broadband service in many locations, you have 1 or 2 choices at the most. They can charge whatever they want. You, the end user, has very little say in the matter. It is starting to change and there are now ways around the incumbents but for the past 10 years, there's been virtually no competition.


The utterly consistent position from the ISPs has been this: Guarantee us a
higher income stream from a more concentrated market, and we’ll build out new
infrastructure to reach more Americans with high-speed Internet. A decade ago,
this argument had at least the benefit of being untested.
Now things are much simpler: We know that the ISPs’ argument has been
wrong
