"Poorer parents want to be able to get their kids out of those (failing) schools." Take them out of the failing private sector voucher schools and put them in public schools. It's not a difficult concept. These are voucher schools that are failing. "At least 45 percent of students in Louisiana's controversial voucher program last year attended schools with performance scores in the D to F range"
