A short addition to this post, Bread. Your posts read as if you think that, in the aggregate, people choose to be poor. And good social policy would put in place negative incentives to discourage that choice.

If one listed the basic social policy assumptions on which we disagree, this would be high on the list. I don't doubt some folk may make poor choices that lead into poverty but that's not the case in the aggregate. Social policy needs to take that absence of choice into account.
