You are "excusing" the welfare mess (my term) by finger pointing at a different problem. I'm not saying what you've pointed out isn't a problem, but it is an orange and I'm talking here about an apple. Having said that, I do think our tax policy is inextricably intertwined with our social problems and tax reform is needed.
