This is old news and simply allows the cases to go to court, rather than arbitration. You can't second guess a Chinese court, much less almost any court dealing with patent or copyright infringement. The issue is far from being resolved. A little arm twisting from the U.S. government might persuade the Chinese to consider these cases on the merits.
