He did not lie. He failed to perform in that he should have been successful in restoring that right which was already taken away from us after 9/11. Our darn system is so very stacked, that even a US President like Obama, who wants to do good is prevented from doing so by the "communist_Hitler" like forces in DC. The bureaucracy in particular.

I expected him to pack those people off by firing them like Reagan did to the "control tower" operators.

So he did not lie like Bush did when he ordered troops into Iraq prematurely. There were no WMDs in Iraq and everybody knew that.
