Mike, the "build their own" scenario seems to be gaining some popularity. While on the links last weekend, I discovered that one of the guys from the neighborhood was involved in deep water exploration. The discussion (naturally) turned to the offshore service providers and he informed me that they anticipated the skyrocketing rates and are building several jackups in partnership with a construction firm rather then pay the anticipated rates. Detail in email if anyone is interested.
