The US will curb its polluton and greenhouse gas emissions with or without a global treaty and with or without powerfull lobbies. These trends are already in place. There is a consensus in the US population towards these ends. It is the consensus that is the driving force. These ideas have been instilled in an entire generation. Too much red tape can get in the way. The areas that need attention are developing nations as this is where the seeds are sewn.
