I've never seen any evidence of this, and you haven't presented any. But I honestly haven't the slightest idea what would be an appropriate strategy and I'm 99.99% certain you don't either.

Securing the petroleum, particularly in light of the Kuwait oilfield fires, certainly should have been a top priority. Whether it would have been more important than securing the WMDs, I have no idea at all. This would undoubtedly depend upon hundreds of factors, many of which could have changed over the course of seconds or minutes.

When you say it it sounds ominous, but as a matter of military strategy I'm quite sure it is far more complicated. And, I don't know that it is true (although it could be and there could be excellent reasons for it).
