U.S. Judge bars Microsoft link on software, browser

WASHINGTON, Dec 11 (Reuters) - A U.S. federal judge Thursday ruled that Microsoft Corp. [Nasdaq:MSFT - news] must license its dominant Windows 95 operating software to computer makers without requiring them to take its Internet Web browswer.

U.S. District Judge Thomas Penfield Jackson acted swiftly, as the U.S. Justice Department had requested.

He said Microsoft ''shall cease and desist ... from the practice of licensing the use of any Microsoft personal computer operating system software (including Windows 95 or any successor version thereof), on the condition, express or implied, that the licensee also license and pre-install any Microsoft Internet browser software ... pending further order of (the) court.''

The judge for the time being denied the Justice Department request to hold the software giant in contempt for violating a 1995 antitrust agreement, and he ordered that a special judicial officer be appointed to consider issues of facts and law in the
