I don't see anything in that chart that says ANY state is lagging far behind on anything.

That chart seems to indicate which states are progressing in the sciences and which are not.

It doesn't seem to give a BASE LEVEL from which they were judged.

You could have used Albert Einstein and a dog named Rex in 1937 for that analysis and in 1939 found that the dog Rex had improved MORE in science than Einstein.
