That is very interesting information, Wharf.

1. Monetary Incentives for the consumers and producers to go green plus a program to "assesses"(?) utility rate payers to help fund the incentives.

2. Target of 20 percent renewable by 2017, or it might have been 17 percent by 2020.

This I assume is the applicable paragraph regarding assessments in the link you provided:

"The Energy Commission was also directed to refund unused supplemental energy payment funds to the utilities whose ratepayers contributed funds to support the Renewable Resource Trust Fund."

So I assume there is/was separate notation on your utility bill for this funding--or used ot be.

How's the program working toward meeting its target goals?
