On my electric bill (New York) there is the ability to choose the provider of the energy.

You assign the provider and in theory the utility then buys the amount of energy that the subscribers use from that provider.

There is a limit of course as to how often you can change providers, and some you need to have annual contract.

There are choices for green sources where they produce using windmill and solar.
