The international legal definition I provided describes 2 elements
Both of which are pretty low standards.

One is intent, as we have already discussed.

So let's discuss the other "standard":
(a) Killing members of the group; (b) Causing serious bodily or mental harm to members of the group; (c) Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part; (d) Imposing measures intended to prevent births within the group; (e) Forcibly transferring children of the group to another group.
So just by killing or even injuring a few members of the group under persecution, you are guilty of "genocide"?

There is no standard of scale, no standard of systematic conspiracy in the "international legal" definition you provided. Only the dictionary definition includes the standard of scale, but you did not provide that dictionary definition until now.
