A and D are the same value, so if 25% is the correct answer, then you'd have a 50% chance of being correct by random guessing. So, having determined that A and D cannot possibly be correct (the correct answer cannot be both 25% and 50% at the same time), that leaves only B or C as correct. Therefore, the choice between B and C would seem to dictate that 50% must be the correct answer. But that is also incorrect as there are 4 possible choices to randomly choose from (A, B, C & D), and that means that 25% is the correct answer. Since we have already determined that 25% cannot be correct and neither 50% nor 60% can be correct, there is no possible correct answer to the question and therefore no way to randomly choose the "correct" answer.
