I do understand what you are intending to say but lives have no price in my opinion. By definition in war people die. My take is that the US should lead, allied forces and not let it alone.

As to rejuvenating the US infrastructure there is plenty of money overseas keep by US Multinationals who do not repatriate profit to enjoy tax free money All the US President should do is to sign an executive order that after 1 or 2 years all profits from overseas must be repatriated and appropriate taxes paid later Congress should pass a law outlining exactly that.
