I see bribes as a one time payment, not something that goes on in perpetuity.

Unfortunately, that is the opposite view of most blackmailers. There have been plenty of cases of blackmail that have ended badly when the person failed to remain bribed.

I had no idea the State Dept was bribing Mullahs.

It is interesting that even those who try to be informed sometimes miss important details of history. I know that I have never seen that in a history text. I think I read it in a WSJ article decades ago. The fact has been repeated occasionally. Low information types forget it before they finish reading it because it does not fit their desired opinion of Carter. They prefer to believe that the revolution was a random event that Carter had no culpability in.
