I wonder who it is that keeps tabs on all this, to know what is given and for what purpose.

You recall the money found in satchels in Iraq, the billion (likely much more) mentioned as missing at the Pentagon the day before 9/11, the money the CIA uses for payoffs, and the money used to buy change in Ukraine.

None of this comes for free. I doubt anyone is keeping track. It's not their money .... so why should they?
