I think you're confused about your committees -- certainly such an ad-hoc committee would have no legal standing.

The Senate Finance Committee was a six-person committee that included Snow, Grassley, and Enzi. While some have credited that committee with drafting the legislation, the facts are that it was written by such ideologues as Zeke Emanuel without a shred of input from even moderate Republicans.

And that is why the legislation is collapsing today. You can't write the biggest piece of legislation in American history without bipartisan involvement and support and expect it to stay afloat. And you sure can't enact it by such corrupt methods and expect it to stick.
