Stop with the meaningless comparisons to other countries already.

If you want to have this argument first you have to explain why, as I pointed out previously, a program that works well in Japan doesn't work in Great Britain or Taiwan. After you resolve that we can talk about which attributes will and won't translate well to an American system.

The comparisons with other countries was propaganda aimed at idiots who have to analytical ability.
