My first reaction to hearing the General talk about reusing the plane for a terror attack was to think epic Hollywood movie. A plane loaded with explosives is heading toward DC... with 200+ innocent people on-board. How can our hero somehow stop the attack yet save the passengers? But if all the passengers were quickly dispatched at high altitude, there goes that scenario, making shooting the plane down a no-brainer if we can spot it in time.

However, we can't automatically assume the passengers are dead without confirmation. This means if the US does indeed know where the plane is, we are likely planning a rescue mission as we speak.
