As I read this....It seems to be a request to the DOD to require all scanners to be operable under the NRID NRIdentity software solution set.

Here is the heart......

a.Only one biometric technology (Finger) is supported by SAF/NT for the user authentication process. b.The SAF/NT application software layer communicates with the finger image scanner (for the capture of the finger image of the user) and finger engine (for the generation of the finger image identifier data and for the finger image matching for user authentication) through the SAF/NT API functions. The SAF/NT API functions are provided in the NRI NRIdentityT Workstation Solution Set software. The NRIdentity Workstation Solution set software is a comprehensive software developers kit that includes API's for (i) the initialization of the finger capture board and finger image scanners., (ii) capture of raw finger images of the users and (iii) interface to finger engine for the generation of finger image identifier data and for matching two finger image identifier records for the user authentication process.

c) The finger image identifier data of the users and the User ID related information are maintained in the Windows NT Server utilizing the SQL Database accessed by the SAF/NT application.
