If it truly were about science instead of politics... they'd have no objections to there being a minority opinion disagreeing with the majority, explaining why in great detail... and having that appended as part of the "decision"... Science isn't EVER about any "consensus" drowning out a minority who are rightfully skeptical of the fraud being advanced for political purposes... But, that wouldn't be convenient... when it is politics, and not "science" (or other from of reason) that is driving the decisions of the "science panel"... The weight of the evidence says the skeptics are right... The weight of the skepticism... is likely to outweigh any aspect of the report itself among any who are capable of thinking independently...
