Putin is saber rattling. He thinks what he has done in Crimea is done in the right way. In that the crime and voted to merganser with Russia. And in spite of that he thinks the West should not impose economic sanctions. And add on top of that getting kicked out from G7 + 1. So he feels that he has been humiliated and he is flexing his muscles to demonstrate to the West that he is a force to be considered.

I doubt he will cross an international border without a reason and he would not have China's support in the Security Council.
