Who's not eligible to sign up on the exchange? Look Kenneth, I'm just trying to find out one thing. When 100% of the people in the US are insured, how many health insurance policies will have been written and paid for? It's not 300 million because more than one person can be covered by a single policy. And not all people will be covered by the exchanges. So, what is the number? Is it the 50 million you implied before? If so, then by the end of the sign up period, it looks like only about 10% of the people will have been covered. Not very impressive.
