Apple could still pay dearly for his actions, depending upon the outcome.

I don't agree, however, with the concept wage-fixing. Companies should be free to pay whatever they want, collude to do the same, or enter any agreements regarding recruiting they'd like. Employees aren't being forced to work, and if a group of employers agree to pay less than they'd be willing to otherwise, then employees would have a surplus of job opportunities, else they could look elsewhere. Not a bad thing.
