It is necessary to define "better coverage" before making such a statement. For example, it may be cheaper for them but have a huge cost to the taxpayers (in fact, an "unsustainable" cost to taxpayers). It that "better"? Better for whom?

They may have less exposure to out of pocket costs, yet their premiums may be substantially higher. Or vice-versa.

I don't think you would be competent to explain what "better coverage" means for the average person.
