I don't think there is any chance that pre-existing exclusion comes back. That is the greatest triumph of ACA, and that alone is worth the entire exercise. The question going forward is whether the various unintended consequences get worked out well, most especially given that Reps still would rather see it fail, then fix any issues. TWT how that goes...
