That was when the Republicans were trying to get him to scrap the stimulus and go with their demands. Sort of cheeky for a party that had gotten shellacked just a few months earlier. BTW, that wasn't being obstructionist. Just realistic. Despite that, he still incorporated some of their ideas.

The most important thing that could have been done to save costs was tort reform.

Tort reform is over-rated. Texas did it over 10 years ago. Not only did it not cut costs, some of our costs have risen faster than the rest of the country.
