That's ridiculous. Peer review applies to scientific studies and this wasn't one. Journals DO publish articles other than studies. How in the hell would you review an idea which involved extraterrestrial civilizations sending spaceships containing microbes to other planets to "seed" them with life? It's the plot of a sci-fi story.
