You review such a study by checking the existing literature to see if there are discoveries that contradict any of the assumptions in the article. There weren't any contradictions because there had not been much in the way of study about the origin of DNA. The article did prod others to publish their work on RNA. By 1976 Crick was publishing peer reviewed articles of a more conventional theory of origin.

It's not the job of peer review panels to judge whether a theory is too unconventional, only if it is consistent internally and with the known external facts.
