Why? Because Washington believes its superior and smart weaponry dispenses with the need for large number of troops. (That's why Rumsfeld did not send a large US fighting force to Afghanistan.) Cutting down on the number of troops does not save money as the latest smart weapons are very expensive and the Military Industrial Complex folks often overcharge. Believe it or not: one little screw (with threads) could cost as much as $35 ! Reducing the number of troops makes for good PR.
