There have never been refurbished Zip drives available until recently, because Iomega had the Zip on MAP, which meant that no one could advertize a price lower than the official one. I conclude that this means that Iomega simply stockpiled all returned drives for the more than two years that Zip has been on the market.

Considering that they have sold over 10 million drives in that time, even a 1 percent return rate would leave them with a significant number of units at this point.
