In many cases charter schools have been very successful at beating the standards being reported in mainstream schools, at least initially. That's why most of them have waiting lists for enrollment. Part of the problem with charter schools, however, is the governance. They are typically organized by very involved and driven parents but in a few years the children of those organizers move on and as succeeding generations of parents step up, things change. Another problem with the governance (parents in charge) is that the influence of a particular governing parent in getting anything special for their kid is easier than in mainstream schools, which in some cases can be viewed as a corruption of the system.
