Sadly Mitch McConnell represents the elites of the Republican Party. The problem is that the party has left the base. Bohner really wants to be just like Mitch, but actually takes seriously the threat to his position if he does not give the conservatives and libertarians in his caucus more than lip service.

The Republican Party is not conservative, it is simply democrat light.
