This is hard to understand in light of the fact that Obama had, during his first couple years, control of both Houses -- so much so they were able to enact the biggest piece of legislation in the nation's history without a single Republican vote.

So, why didn't they fix any problems like you're suggesting then and there? Clearly, if they could enact legislation that most people did not want and do not like, they could have done anything else they wanted to, no?
