You are misunderstanding Skinner. He did not dismiss the human mind like you are trying to do. He was explaining one type of behavior of the human mind. He was also a bit nuts and took it too far. I studied him extensively in college as my undergraduate degree is in experimental psychology. Skinner is a primary person we studied. Humans can easily rise above simple stimulus and response.
