In any group of 100s of thousands of entities you're going to have some who will take advantage of holes in the system. Which is why you can't have holes -- whether it is the corporate treasury, Medicare or voter ID. If you have holes someone will find them.

Hell, the Governor of FLA beat Medicare out of a billion and got away with it. And everyone knows it.
