It was designed as a bait and switch. Intentionally dismantling private insurance plans to stuff them into inferior, more expensive plans with high deductibles. Most people would have to pay 5k or more a year to purchase the plan and another 5 grand of deductibles before they get the benefit..."benefit" is likely a poor word for it.
